NAV car and special adaptations

If you have a child with functional variation that means you need a larger and/or specially adapted car, you can apply for allowance/loan for a car, adaptation of a car and special equipment for use in a car.

Specially adapted box van

The main rule for being able to apply for a loan for a specially adapted van is if the child is dependent on a lift or ramp to get in and out of the car.

The child must also have a need for transport that cannot be met in any other way than with their own car.

NAV also considers other cases of challenging situations, such as, for example:

  • The child has greatly reduced walking function and needs to carry aids with him at all times.
  • The child is able to walk, but needs aids for stretches of more than 50 metres.
  • The child cannot get in and out of the car on their own.
  • Has a manual wheelchair or electric wheelchair that must be transported with the child.
  • The child has acting out behavior and must be shielded for road safety reasons.

Loans are basically given for used cars, but if there are no cars that suit the child's needs, you can get a loan for a new car. The excess on the car is means-tested, that is, they calculate how much you have to pay in excess based on your parents' income. Here You can read more about loans. 

If you need a car other than the NAV car, e.g. for work, you can get a deduction from the deductible. Contact a case manager to find out what documentation you need in your particular case, in order to reduce the deductible. 

The entire excess must be paid in before you get a loan for a car and NAV does not grant loans for the excess. 

Nor can you take out a car loan because NAV owns the car. The deductible must be saved funds or e.g. take out a (consumer) loan from your bank.

The NAV car only comes with the equipment that is absolutely necessary. It may therefore be a good idea to think about aids and solutions that may be appropriate and absolutely necessary in your car, in the meeting with NAV. It can e.g. be: 

  • Sooty windows and/or roller blinds to keep the heat away from children who cannot regulate the temperature themselves, or too shady children.
  • Doors on both sides if you need access to both sides of the child.
  • Standard socket for medical equipment that needs power.
  • Electric door openers on the side doors and/or on the luggage door to increase independence for children with muscle weakness.

There are several car groups you can choose between

  1. Small car with automatic transmission
  2. Small car with automatic transmission and four-wheel drive (NO CARS ON AGREEMENT) 
  3. Medium-sized car with automatic transmission
  4. Medium-sized car with automatic transmission and four-wheel drive
  5. A medium-sized car with a high roof and automatic transmission 
  6. Medium-sized car with a high roof, automatic transmission and four-wheel drive
  7. Large car with automatic transmission
  8. Large car with automatic transmission and four-wheel drive

Equipment that comes with the cars (all items)

  • parking heater with remote control
  • parking assist/sensor
  • air conditioning
  • reversing camera
  • airbags on the driver's and front passenger's seats
  • cruise control
  • rain sensor
  • DAB+
  • interior lighting
  • dark lines from the B-pillar to the rear
  • systems for safety (as a minimum functions for anti-skid, anti-spin and anti-lock brakes)
  • summer and winter tires on rims (studded or studless)

Application process

  • Submit an application to NAV.
  • It is important to bring all attachments, e.g. doctor's statement, statement from an erotic therapist or other relevant bodies.
  • You will be summoned to a meeting, together with a municipal therapist, at the car center if you are granted a loan for a car.

NAV – loan for a specially adapted van

When the car is at least 11 years old, you can apply for a new loan for a new car. 

If your child's health changes so that the car cannot be used, you can apply for a new loan before 11 years have passed. 

NB! In the case of a new application for a loan for a specially adapted box van, the entire process must be done again, even if NAV has all the documentation from the previous application. 

Special equipment and adaptation

Special equipment is equipment that cannot be delivered from the car factory, but which is fitted by a car rebuilder.

You can apply for special equipment and adaptation both for private cars and for NAV cars. If it applies to a private car, it is important that you buy (have) a car that suits you.

Special equipment must remedy permanent functional variation, and must therefore be medically justified with a statement from an occupational therapist/physiotherapist or doctor. Examples of special equipment can be: car seat with swivel, hand control of gas and brake, and equipment for loading and unloading a wheelchair.

One must not meet the conditions for a loan for a specially adapted box van to receive a grant for special equipment.

Special equipment is NAV's property and you must therefore contact NAV if you no longer need to use the equipment. Costs for removing the equipment can be covered, but costs for returning the car to its original condition are not covered. 
Since the equipment is NAV's property, they are also responsible for repairing it if problems arise. You can contact a car rebuilder if you need to repair special equipment. NAV does not cover equipment ordered with the car from the factory.

You can also apply for a trailer and trailer hitch if the child needs aids for daily use (e.g. electric wheelchair).

Application process

  • Submit an application to NAV
  • It is important to bring all attachments, e.g. doctor's statement, statement from an erotic therapist or other relevant bodies. 
  • In some cases, you may be summoned to NAV for a meeting with a car broker.
  • The car is rebuilt at the rebuilder NAV has an agreement with.

Driving training

If your child meets the conditions for a loan for a specially adapted car, you can get a subsidy for the necessary driving training. This is also financially means-tested and is calculated in the same way as a grant for a car. If your child is granted a car from NAV, you may also be entitled to basic allowance for operating the car.

Tips

  • Initially, a NAV car is not given to children under the age of 2, but we recommend applying anyway as long as the other criteria are met. NAV's justification for this is that children up to the age of 2 can use prams and then public transport, or that they are so small that they can easily be carried in and out of the car. This is not the case for everyone and there are no rules without exceptions.
  • NAV may think that you might as well get a trailer if you have a manual wheelchair/cart and not a van. Here, it becomes important to provide good reasons if the need is a box truck to make everyday life work, and not a trailer. 
  • If you need four-wheel drive on the car due to rugged terrain, steep terrain or a lot of snow, an overview map of the terrain from the municipality must be attached to the application. (An overview map can be found on the municipality's website, or contact your municipality).
  • Have a dialogue with an occupational therapist from the municipality before you apply for support for a car. Having a thorough application is of great advantage in avoiding extra work and extra postage in the case. Parents or occupational therapists can talk to NAV and get guidance if there is anything unclear. 
  • Be thorough when filling in the application, and feel free to describe the need in the smallest detail.
  • When choosing a car that you must have for at least 11 years before you can trade it in, it is important to consider that the child will grow - in many areas. How many car seats should be in the car, you need extra space because safety for the child, which doors should function as external and internal doors, where should the lift be located (on the side or behind) or where do you tend to park (parking garages often have a lower entrance gate than the height of the car even without an extra high roof) are examples of things that are good to think about before ordering a car and equipment. 
  • If you, as a parent, do not have a driver's license but would have needed one because the child's situation, we recommend that you apply for driving lessons at the same time as you apply for a car or adaptation. We have seen several examples where it is not granted at a later date.
