Training money

Opplæringspenger er en stønad fra NAV som du kan ha rett på hvis du er borte fra jobb for å få nødvendig opplæring for et barn, eller en voksen, med funksjonsvariasjon eller en langvarig sykdom. Eksempler på dette kan være kurs på Frambu eller behandlingsreiser i utlandet. Det avgjørende er at opplæringen er nødvendig for at du skal kunne gi omsorg eller oppfølging

Conditions for receiving training allowance

The person's functional variation/illness lasts for more than 1 year (one year is counted from the time the illness was diagnosed).
The training is necessary for you to be able to take care of the person.
You receive training at an approved health institution, or have attended a parenting course at a public special educational competence centre.
The training must last at least 20 % of a week, for example a full day or two halves. Travel time can be taken into account.
You have at least 20 % absences from your working hours.
You have been in work for at least 4 weeks immediately before the period of training allowance starts. Day allowance, sickness allowance, care allowance, maternity allowance, parental allowance or nursing allowance are treated as equivalent to work.
You have an annual income of at least half of the national insurance basic amount.

By approved health institution/special educational competence center is meant a place that usually offers round-the-clock accommodation, and services from several types of health personnel and treatment facilities, e.g. hospitals, training institutions and the like, e.g. Geilomo Children's Hospital or Statped.

Courses/training organized by user organizations or similar are not approved, e.g. this applies to courses from the NAV aid center and Bufetat.

If you have been temporarily out of work for less than 4 weeks, NAV will assess whether you may still be entitled to training allowance. There is more information on nav.no about being temporarily out of work.

Who can receive training money?

Parents, step-parents and foster parents who meet the above conditions.

Også andre personer enn foreldre kan ha rett til opplæringspenger dersom de har en klar og omfattende omsorgsrolle. Dette kan for eksempel være besteforeldre eller andre nærstående som deltar regelmessig i omsorgen. Det er ikke tilstrekkelig å være i familie med barnet eller den voksne personen alene.

Several carers can receive training allowance at the same time when it is necessary to be able to take care of the child.

If the child lives in their own home or in an institution, as a general rule, you will not be entitled to education allowance.

Support contacts, relief homes or professionals have not right to training allowance, and no training allowance is given to train staff around the child.

Application

Søknad om opplæringspenger sendes digitalt til NAV. Du må legge ved dokumentasjon fra lege som bekrefter sykdommen eller funksjonsvariasjonen, samt at opplæringen er nødvendig. Dersom dette ikke fremgår av legeerklæringen, må det også legges ved informasjon om innhold og tidspunkt for opplæringen.

Søknaden kan sendes inn på etterskudd også, men senest innen 3 måneder.

NAV kan som hovedregel etterbetale opplæringspenger for opptil tre måneder før måneden du søkte.

Good to know

There is no time limit on training allowance, as long as the conditions are met.
The training money is only given for the time you actually receive training, not for homework, practical exercises outside the courses or the like.

Foster home allowance and care allowance can affect the calculation and payment of the training allowance, so you must inform NAV if you receive this.
You pay tax on training money.
You must also notify NAV if you are going to take holiday.
Training allowance entitles you to holiday allowance. The holiday pay amounts to 10.2 % of the first 12 weeks, and is paid out in May of the year after the holiday pay has been earned.
Hvis du reiser utenfor EU/EØS, kan du motta opplæringspenger i opptil 8 uker i løpet av en 12 måneder lang periode. Du må gi beskjed til NAV hvis du skal reise utenfor EU/EØS.
Ved opphold innenfor EU/EØS kan du som hovedregel beholde retten til opplæringspenger så lenge øvrige vilkår er oppfylt.
Dersom du mottar foreldrepenger samtidig som du skal delta på opplæring, kan det være nødvendig å undersøke hvordan dette påvirker foreldrepengene dine. I enkelte tilfeller må det søkes om utsettelse av foreldrepengene på forhånd.
