Organized school transport

School pupils may be entitled to free transport to school, either by ordinary public transport or by taxi. If the student has an illness and/or functional disability, they may be entitled to individually arranged school transport. This right is authorized in Education Act § 7-3.

Individually arranged school transport

The student must be offered a ride based on the timetable, and the student and parents agree fixed times for pick-up and drop-off. This also applies to students who have a flexible timetable. Changes that occur with a new timetable must be reported directly from the school to the carrier. If the parents have shared care of a child, the student is entitled to a school bus with both parents. You do not have the right to a school shuttle between your parents' homes. 

Who can get?

  • Pupils who have a functional disability or temporary illness or injury are also entitled to free school transport, regardless of the distance to school. 
  • Pupils with functional variations or a temporary injury will also be entitled to transport to and from the after-school scheme, regardless of the distance to the school (does not apply during holidays). 
  • Pupils also have the right to have a companion with them where this is necessary, and the necessary supervision if there is a waiting period between the school transport and teaching services. This also applies to students who use the after-school program.

How to apply?

It is parents who apply for school transport to the school office. You can also ask the school for help, as many schools have procedures for this. There is an application form on most municipalities' websites. Documentation of the need for a special transport in the form of a doctor's certificate is usually required.

Tips

The medical certificate should include whether there is a need for a companion, whether the student needs his own car/taxi, need for a wheelchair car, regular/few drivers, other special considerations that must be taken for the student. It must be documented how the responsibility for care is regulated when applying for a ride to/from different addresses, where parents have shared responsibility for care.

Complain

The student or the parents can appeal against decisions about school transport/refusal. The complaint must be sent to the person who made the decision. The state administrator will be the appeals body in primary schools, while the county council will be the appeals body in upper secondary schools.
