There have been some reports about reports that indicate that there are increasingly more parents receiving childcare benefits. Some believe that the childcare benefit scheme must be tightened up, either in the form of stricter conditions or other conditions. Others believe that the scheme is good as it is. Løvemammaene believe, among other things, that municipalities must stop using the childcare benefit scheme as a cushion for not providing sufficient and appropriate services to children and young people, which in turn means that parents drop out of the workforce (and onto childcare benefits from NAV) to do the municipalities' job. What does your party think about the childcare benefit scheme as it stands today, and does the party have plans to cut, change or improve the scheme? Answer these claims.

10. Comments regarding the care allowance scheme (optional)
SV
SV believes that the care allowance scheme is an important part of the welfare state and must be strengthened, not weakened. The scheme must be available to all parents who need to be at home with seriously ill children – regardless of employment status, income level or age of the child. SV wants a trust-based welfare administration with less bureaucracy and more predictability for families in demanding life situations.
P.S.
From the party program (page 99): Facilitate more flexible care days and a pension-bearing care allowance scheme for relatives. Ensure parents' right to continuation of care allowance three months after the death of a child. The reference to care allowance as leave must be changed in the Working Environment Act, and better conditions for salary, vacation, and the possibility of unemployment benefits must be put in place.
R
The care allowance scheme should be strengthened. It should include more people, and there must be a solution for those who do not have "earning time". One must not earn the right to take care of a sick child.
INP
No comment.
PP
The Pensioners' Party works for a smaller and simplified bureaucracy. More room for individual assessment, fewer standardized refusals. There should be greater trust in the family and a clear emphasis on the family themselves knowing what is best for them. Municipalities should not use the care allowance scheme as a basis for cutting services. It is important that the "October 2017 scheme" is made more family-friendly.
SP
To the questions we have answered neither or, it is because we have not had the question up for consideration and have therefore not taken a position on the specific issue.
MDGs
We at MDG want to strengthen and expand the care allowance, care days and care allowance scheme. These should be a tax-free benefit and not a salary, but provide pension points. We have not decided exactly how the conditions should be changed, how it will be set up and who will then meet the requirements, but the starting point and desire is to make the care allowance scheme better.
V
The Liberal Party believes that we must prioritize the most vulnerable families and ensure that parents in demanding life situations have security and flexibility. The scheme must facilitate parents' ability to remain in the workforce while providing the necessary care at home.
H
The Conservative Party believes that it is important that we have a care allowance scheme that gives families flexibility, so that it is easier to combine it with work. In 2022, Oxford Research conducted an evaluation that shows that the scheme now – overall – works well. At the same time, it is important that parents maintain their connection to the workforce as much as possible. We are therefore skeptical about expanding the scheme significantly. Nevertheless, it may be appropriate to make minor changes. At the same time, it must be ensured that municipalities have the finances to offer sufficient services, so that the need for care allowance is as small as possible. The Conservative Party will also carry out a comprehensive reform of the benefits, including by reviewing all income security schemes to ensure that it pays to work for those who combine social benefits with earned income, and that it becomes easier to move from benefits to work and wages. In this regard, it is natural to look at the exceptions that currently exist for accruing rights to care allowance, and income security after the care allowance period has ended.
Løvemammaene believe that the right to care allowance during a transitional period after the death of a child must be equal for everyone. Today this is different, either 6 weeks or 12 weeks, depending on how long you have had care allowance in advance. For example, if you have managed to work a little while the child was alive, this is penalized when the child dies in the form of you only receiving care allowance for 6 weeks afterwards.
11. Will your party vote for everyone who loses their child to be entitled to 12 weeks of care benefits during a transitional period, regardless of the length of the care benefit period beforehand?

12. Here you can further explain your point of view on care allowance after the death of a child (optional)
SV
SV has not taken a position on this specific issue, but SV would probably support a scheme that gives all parents who lose their child the right to childcare benefits during a transitional period, regardless of how long they have received childcare benefits in advance. This is in line with SV's values of security, solidarity and justice.
P.S.
From the party program (page 99): Ensure parents' right to continuation of care benefits three months after the death of a child. The reference to care benefits as leave must be changed in the Working Environment Act, and better conditions for pay, vacation, and the possibility of unemployment benefits must be put in place.
R

INP
There is no doubt that everyone should have the right to care allowance after the death of a child and it should be independent of anything else.
PP
The Pensioners' Party wants the following amendment to the National Insurance Act, Section 9-20: "If the child dies, parents who have received care benefits can receive care benefits for up to three months after the death, regardless of how long care benefits have been received." Because this gives all parents the same rights.
SP
This has not been up for consideration, therefore we have not taken a position on it.
MDGs
As mentioned, we will expand the care allowance scheme and ensure pension accrual for recipients of care allowance. We have not taken a position on specific care allowances after the death of a child, but this is one of the gaps in the scheme today and another very good reason to look at expanding and strengthening the scheme.
V
Every situation is different. NAV should be able to exercise discretion in different situations.
H
Everyone is now entitled to 6 weeks of care allowance after the death of a child, if they have received care allowance before the death. The right to 12 weeks of care allowance after the death of a child is reserved for those who have received full care allowance for at least three years. This is because they have been out of work for a very long time, and may therefore need more time to find a job again.
13. Care allowance is one of the few benefits from the National Insurance Scheme that does NOT entitle parents to unemployment benefits from NAV. It is not uncommon for parents who receive care allowance for some time to lose their jobs during this period (e.g. due to downsizing), which means that they do not have a job to return to when care allowance is no longer needed. The parents of seriously ill/disabled children do not necessarily have the capacity to search for a job during the period they are caring for their sick child, and Løvemammaene therefore believe that it is unreasonable for these parents to be left without income security when their life situation is finally stable enough to work again. In this case, unemployment benefits are a natural and appropriate arrangement for parents during the period they are looking for a new job, and contribute to ensuring their connection to the working world. Is your party for or against care allowance giving the right to unemployment benefits?

P.S.
From the party program (page 32): «Strengthen and secure the BPA scheme as a real equality tool». «Ensure that caseworkers who grant BPA receive sufficient training on the CRPD». «Move the BPA scheme to the state level». «Remove the deductible on BPA, so that those of us with an assistance need do not have to pay an extra “tax” because we have a disability and need for assistance». «Anchor the BPA scheme in a law that secures BPA as a real equality tool, while also ensuring that health care is secured as a right in the BPA scheme». «Expand the right to BPA, so that it applies to everyone with a long-term assistance need regardless of the number of hours needed». «Ensure children’s right to BPA and that the scheme can be used both at home and at school». The Pensioners' Party believes that a state scheme will be able to provide a national, equal and fair BPA scheme that ensures that everyone in need receives support, regardless of place of residence. Because municipalities today practice the regulations differently and prioritize differently. Through a national scheme, the family will have better predictability and easier appeal options. We will have a smaller and simplified bureaucracy. The Pensioners' Party believes that BPA must be a scheme that provides real freedom and security for families with sick and disabled children.
SP
Sp will expand the functional assistance scheme to cover more disabilities. This can be coordinated with BPA. Sp will give the BPA scheme a lower entry point.
MDGs
The fact that there is such a large gap in how good the service is based on where you live is unacceptable. Therefore, we believe that a state-run BPA could well be the right solution and should be considered. When we do not state that it should be introduced without investigating it in more detail first, it is because we do not want to risk that disabled people receive an even worse service than they do today. A state directorate can create a poor scheme, and then local politicians cannot be held accountable. Another concern is that many people have BPA in combination with other municipal services. We must ensure that those who need assistance do not fall between two chairs.
V
The scheme with user-directed personal assistance (BPA) must be better regulated so that the scheme is practiced more uniformly and that it becomes easier for users of the scheme to move between municipalities. The Liberal Party wants the BPA scheme to be state-funded and designed to give users equal opportunities and rights to live their own lives and be who they are.
H
The Conservative Party wants a comprehensive review of the regulations surrounding BPA in a separate white paper on BPA. We will further develop the scheme with user-controlled personal assistance (BPA) to ensure real equality and participation in society for disabled people who are entitled to this scheme. In addition, we will introduce national regulations that municipalities can use to implement free user choice for BPA.
The state administrator is responsible for ensuring that laws and regulations are followed. The state administrator is important to many of Løvemammaene' members when municipalities (health, kindergarten, school) do not grant or deliver adequate or appropriate services. Unfortunately, scarce resources mean that families have to wait months and years for help when they are in dire need, and some children actually die in the waiting list. Please answer the following statement:

In the Public Administration Act, Section 11 a. on case processing time and preliminary responses, it is stated that "the administrative body shall prepare and decide the case without undue delay". This is the only thing that can be found in the legislation about the deadlines for bodies that process cases, and these bodies constantly find reasons for delays without any consequences for them. The most common justifications are lack of resources and understaffing. As it is now, therefore, only families who are already on their knees are bearing the consequences. Only the complainants, that is, the families, have absolute deadlines in the Public Administration Act. They lose their right to appeal if they do not submit a complaint within the deadline, which is often as short as 2-4 weeks. These are deadlines that are strictly enforced by the same bodies that spend several months (in many cases years) responding to applications and complaints. Every single day in the complaints queue are days that families with seriously ill children have to live in an unsafe environment and with a reduced quality of life. Løvemammaene believe that there is a need for clear deadlines in the Public Administration Act and with sanctions in case of violations.

The state can take over responsibility for children and young people who are exposed to neglect/drug abuse/violence in the home by having child welfare services intervene and make a decision to take them into care. There are strict criteria that must be met and the case must be reviewed/handled by a board. In this regard, children and parents have the right to legal counsel at the state's expense to ensure that legal protection is met. When the state forcibly moves children and young people with serious illnesses and/or disabilities out of the family home and into an institution, solely on the basis of a need for health care/service needs, and against the will of both the child and the parents, there is no requirement for such legal review and neither the child nor the parents have the right to legal counsel at the state's expense - despite the fact that the measure is at least as intrusive in the family's life. Løvemammaene believe that the legal protection of these families is virtually non-existent. The Constitution affirms that children have the right to grow up with their family.

32. Here you can state measures and views from your party when it comes to meeting the need for special educational assistance/special education:
SV
SV will strengthen the special education provision in kindergartens and schools. We want more special education teachers, environmental therapists and other professionals as part of the team around the student. SV will ensure early intervention, adapted training and good competence development for employees, so that children with special education needs receive an inclusive and good offer.
P.S.
From the program, page 54: "Ensure that people with disabilities are academically, socially and culturally included in schools and kindergartens on an equal footing with others, and thus have equal access to the physical environment, transport, and information and communication technology." "Ensure that the user-controlled personal assistant (BPA) becomes a real equality tool for everyone who needs assistance in kindergarten, primary and secondary school." "That all schools and teaching facilities shall be universally designed." "Ensure that students with disabilities are fulfilled their statutory right to inclusive education, adapted education and special education." "Ensure that individually adapted education is provided by employees with special educational competence." "Set aside sufficient funds to realize the plan "Roadmap. Universally designed local school 2030." "Set aside sufficient funds for digital teaching materials to be universally designed." "That everyone with disabilities should have equal opportunity to choose kindergarten, school and education, which means breaking down barriers for people with disabilities." "Formalize, strengthen and give authority to the coordinator for children and young people with disabilities who need services and assistance from multiple agencies." "Establish a national unit for improving the competence of the coordinators." "Individual education plans should reflect the student's real needs, regardless of available resources. They should also include a gap analysis that describes needs, available support and goal achievement." "Ensure qualified professionals for the student throughout the school year for those who need assistance and/or specially adapted teaching, such as speech therapists, audiologists and sign language teachers." "That all local schools can offer a base or group room for those with neurodiverse diagnoses and that there are qualified personnel to run these." "Ensure that disabled and chronically ill students are not given involuntary exemptions from subjects due to accommodation needs, disability or chronic illness. The main rule shall be to facilitate so that all students can complete and receive assessment in the subject. In the event of involuntary exemption, there must be a written justification rooted in the CRPD and the Convention on the Rights of the Child. " . Party program page 55: "Restore primary and secondary school provision in the form of boarding/residential facilities with sign language education for deaf children and young people" . "Train more sign language teachers and sign language interpreters" . "That deaf/hearing-impaired children shall have a statutory right to full education in their own mother tongue, i.e. sign language" . "Ensure that knowledge about the student and any challenges they may have is communicated between the actors at the different levels of the educational process. This must be ensured through systems, formalized procedures and user participation. " . "That the need for aids and special adaptations must follow the student and be planned well so that there are no breaks in the educational process as a result of poor preparation." "Further develop schemes such as "Studying with support" and make it nationwide. NAV and the municipalities take responsibility for this to be a low-threshold offer. " "When students change schools or grades, information about the students must be correct and in line with the students' right to privacy. Guardians should be involved in the sharing of information." . From the program, page 61: "That all kindergartens must have kindergarten teachers with special educational competence, strengthen competence in neurovariations." . From the program, page 63: "Ensure students' right to language development in sign language, alternative supplementary communication (ASK), Sami languages, Kven and Romani/Romani.".
R
The most important thing we can do is get more people to work. The basic staffing needs to increase, and we need to move people from
INP
NP believes that special educational help must come early, be flexible and adapted to each individual child. We want deadlines for when the municipality must implement measures, more special educators in the classroom, and plans that are actually followed up. Parents should not have to fight the system – help should be there when the child needs it.
PP
The Pensioners' Party's work goals are: – Ensure that all children with special needs receive the right help at the right time. – Families should have predictability and security in dealing with the support system. – An inclusive kindergarten and school environment where all children can develop their potential. Our proposed measures are: – Ensure the important role and responsibility of parents. – Increase and earmark funds for special educational services. – Simplify and improve cooperation between kindergarten, school, PPT, health and social services. – Statutory deadlines for faster case processing.
SP
Strengthen municipal finances and professional room for action in the school, strengthen the team around the student, and ensure time and trust in the school staff to follow up on the students closely and well.
MDGs
We must make it easier to help children who need special educational help. Therefore, in MDG, we want, among other things: Prevent exclusion and ensure early intervention without bureaucracy, by giving municipalities the framework to have permanent special educators in kindergartens, as a general educational measure. Promote rapid intervention for students in need of learning support, without a diagnosis being necessary. Facilitate greater access to PP advisors and special educators in schools and provide children with rapid support.
V
The municipal economy is bleeding and this is exacerbated by the increasing need for special education. For the Liberal Party, it is important to lift the municipal economy so that they can deliver a service that meets the actual needs of the population.
H
We want all kindergartens to have access to special educators to implement necessary measures early. Early intervention must be a form of work throughout the entire school year, not just in the early years. It is also crucial to have better interdisciplinary cooperation between schools, school health services and PP services. We want more municipalities to consider interdisciplinary intervention teams consisting of child welfare, the follow-up service, NAV, substance abuse consultants and public health nurses. This creates a stronger team around the student and ensures that the teachers can be teachers with the professional competence needed. We must also ensure sufficient information sharing in the transitions between different school levels, especially for students with special needs. In school, many receive special education from unskilled workers and the help comes too late. It is unacceptable if the students who have the greatest challenges in school do not receive the help and support they need. The Conservative Party will make stricter demands that students with the right to individually adapted education receive help from employees with special educational competence.
32. Many of Løvemammaene' members have children and youth who struggle with school. What measures will your party take to address the steady increase in children and youth with serious involuntary school absences (also known as school refusal)?
SV
Involuntary school absence is very complex and serious. SV is concerned that we must shift the focus from the student adapting to school to the school becoming a safe and good place for the student to be. The school must be given enough resources and expertise to be a safe place for all students regardless of challenges.
P.S.

School must become less theoretical, and less characterized by stress and hustle. Children today go to school 1359 hours longer than today's adults did. We must cut the number of hours, reverse the six-year reform and let children be children.
INP
Mandatory early assessment of signs of persistent absence (before 10 consecutive days). Municipalities must be given less paperwork and more time for measures - resources should go to the student, not the system. Possibility of homeschooling as part of a combination course (mixed physical/digital education). Less rigid requirement for physical presence if the student has documented health or psychosocial challenges. Strengthen staffing with environmental workers, special educators and health nurses - especially in lower secondary schools. Offer of "quiet rooms" or safe zones in school for students who need breaks. Right to a coordinating unit (one permanent contact person in the municipality) that follows up on the family, the school and possibly BUP. Better arrangements for care allowances for parents of children with long-term school refusal due to serious health challenges. Support for organizations such as Løvemammaene and others that provide guidance and support for families in crisis.
PP
The Pensioners' Party wants flexible forms of education and arenas, such as homeschooling, private education, partial attendance and digital solutions. We want a new school reform where parents are actively involved – because it is the family that knows their child best. Education should take place in collaboration with the family. We believe that public and private actors are equally important in preventing involuntary school absence.
SP
The school must accommodate practical learning and activities that provide greater motivation and mastery for everyone. The start of school must be improved, where the children's starting point must be leading.
MDGs
The major problem of serious involuntary school absence is a sign that we need to do something about how we organize our children's days. We at MDG do not have all the answers, but we are working for a school with more space for play and for children to be children. We want more free play and practical subjects, less testing and goal-setting in schools. Municipalities must receive financial support to have more adults, not just teachers, in schools. Interdisciplinary teams must be built around those who need help. We want more environmental workers and environmental therapists, social workers, occupational therapists, special educators and health nurses in schools. These and school leaders must work closely with other actors to prevent bullying, violence, school absence and exclusion. This way, professionals and parents can work closely together to find ways to help the individual.
V
t School refusal is unfortunately a well-known problem. We must overcome bullying and exclusion, and focus on children who need extra support. We know that many children learn to read and write too late, which creates problems later in school. The Liberal Party wants a strong effort to ensure that all children actually learn to read, write and do math at school, to avoid coming out on top later in school.
H
The biggest problem today is that it takes too long to identify students who are absent and initiate measures. It is crucial to provide early follow-up before it has become serious. There is also a clear connection between the absences students have in primary and secondary school and the absences the same students have in upper secondary school. We must have a clear expectation that children and young people will show up at school, even when school or life is difficult. This is the only way students can get the help they need. A student who is bored with school will not be more motivated by falling behind in their studies and falling out of the social life at school. At the same time, we must cooperate better and earlier with parents when students begin to refuse to go to school. It is often a sign that the school community is not doing well or that they are struggling in other areas. More schools should have their own attendance teams, and we must have more alternative educational arenas for students who have serious school absences.
34. HC-Evidence
Many of our members have children and young people with medical conditions that require a HC car and/or who have a parking permit ("HC certificate") from the municipality. These are families who are completely dependent on using a car as a means of transportation in their daily lives, and where public transport, cycling or walking are never a real alternative to get from A to B. This can be due to both medical reasons and geography. Many of these families also spend a lot of time in hospitals and other follow-up in the health care system. The right of parking companies to charge a fee for HC parking is currently regulated in regulations, where HC parking in paid municipal parking lots is free. At the same time, private parking companies have the right to charge a fee, which in turn has unfortunate consequences for many of our member families. Løvemammaene therefore want a change in the parking regulations that ensures free parking in HC spaces on an equal footing with public parking lots. Does your party support this?

There are large municipal differences when it comes to the allocation of care benefits, both in terms of scope, the actual assessment of the particularly burdensome work, and what hourly rate. Today, care benefits are only something that the municipality is obliged to offer, but it is not a right that relatives have. It is a paradoxical provision as long as care benefits are intended to be a benefit that can be received “if you perform particularly burdensome care and nursing tasks that the municipality would otherwise have to do”, and because the health and care services would collapse without the efforts of relatives. It would be far more costly for the municipality and the state if the public sector were to do all the work that relatives do, therefore care benefits are a reasonable solution. Løvemammaene believe that there is a need for better conditions for care benefits. Tick the party's point of view below.

At any given time, there are an estimated 8,000 children and young people living with a life-threatening and/or life-shortening illness in Norway, and every year dozens of children in the age group 1-17 die from this. Once again, parents, siblings and other family members are left with broken hearts and must try to put their lives back on track. The whole purpose of the children's palliative team is that families with children and young people who receive diagnoses that mean a shortened life expectancy can be met by a team that enters the disease process early, and not only receive palliative support only when the child is terminal and in the last phase of life. Living a child's palliative life can last for one, five or for some fifteen or more years. It requires someone to have specific competence on the path, and not the last two steps.
40. Løvemammaene believe that the need for children's palliative care teams is greater than ever, and that funding must be earmarked further. What is the party's position?

The Pensioners' Party will earmark and ensure sufficient funding for children's palliative care at both the national and municipal levels, to ensure equal services for the family regardless of place of residence.
SP
We submitted the following proposal to the Storting this spring, which was unfortunately voted down: "The Storting asks the government to ensure continuity and competence in children's palliative work through several permanent positions for palliative teams throughout the country." We believe that children's palliative teams must be established at all regional hospitals, and that a rapid development of children's palliative centers and ambulatory children's palliative teams must be ensured in all health regions in order to provide all seriously ill children with an offer at home or near where they live.
MDGs
In general, Norwegian palliative care for terminally ill patients is suffering from the same pressure as the rest of the health service. There are more and more complex patients, but budgets are not increasing at the same rate. The result is a service where employees have to run faster and where we struggle with staffing. This can especially affect non-acute care services such as palliative care. There is a need to ensure sufficient staffing with sufficient competence also in the health service of the future.
V
Palliative care is important, especially for children. The Liberal Party always wants to prioritize children's needs, and we are positive about supporting proposals in this direction.
H
We want to keep earmarking, and we will consider increasing it in each individual budget. We cannot determine now how large the increase will be. We also want a children's hospice as an alternative.
Being told that your child has a serious and/or life-shortening diagnosis is like being thrown into a huge crisis. It is a catastrophe for the entire family. But today there is no kind of crisis team or emergency response team when families are put in such crises – crises that not uncommonly come again and again during the child's life. Psychosocial crisis teams are not connected, and families are largely left to their own devices.
42. Løvemammaene believe that the concept of "seriously ill children" must be included in the guidelines for psychosocial crisis teams, and that competence and resources must be ensured for the teams. What is the party's position?

We have not taken a position on this. It is important that families who experience that their child has received a life-shortening diagnosis receive help. We need to consider further whether a psychosocial crisis team is the right solution. We should carry out a pilot project where we consider different solutions/models for families who find themselves in such a situation.
Since 2020, a study decision to incorporate ASK (sign language) into the Language Act has been long in coming. We currently have an estimated 7,500 children in Norway who use ASK as their form of communication. Why shouldn't these children also have a statutory right to be able to communicate with others? Why shouldn't their language be worth as much as our verbal language? Language and communication are a prerequisite for being able to learn, develop and express needs, not least to be social and participate in society in general. Løvemammaene believe that ASK must be incorporated into the Language Act, and that it is urgent for the next government to follow up on the request decision.
